The action ran, but its charge could not be saved yet
Why it happens
The paid action was carried out, but saving its usage and taking its cost from the wallet failed (for example, the database could not be reached). The money for it stays set aside in the wallet, and the charge is saved when the operation is tried again; it is never charged twice.
What to do
No action is needed from you; the operation is tried again automatically. If this keeps happening, send these details to Rabt support.
