The browser’s push service refused a notification Rabt sent because of Rabt’s own settings (its signature or size), so it did not reach this device. The service’s full message is in the technical details.
What to do
This is a problem on Rabt’s side, not yours. The notification is in the notification center. If it happens again, turn browser notifications off and on again, and send these details to Rabt support.
