The service account reaches no app
Why it happens
Google returned no app for the service account, and no package names were entered. A service account reaches only the apps it was given permissions for in Play Console.
What to do
In Play Console, invite the service account and grant it “View app information” and “Reply to reviews” for the apps, or enter the apps’ package names in the connect form, then try again.
