Google Play does not allow deleting a reply outside Play Console
Why it happens
The Google Play Developer API only publishes and edits a reply; it cannot delete one. A new reply replaces the published one.
What to do
To change the reply, send a new one from the ticket. To delete it, open it in Play Console (Quality › Ratings and reviews) and delete it there; the ticket shows it deleted after the next round.
