The service account may not handle this app’s reviews in Play Console
Why it happens
Google refused the request because the service account is not invited to the developer account in Play Console, lacks the “Reply to reviews” permission for this app, or lost it. Google’s full answer is in the technical details.
What to do
In Play Console, open Users and permissions, invite the service account’s address (ending in .iam.gserviceaccount.com) and grant it “View app information” and “Reply to reviews” for the app, then choose “Check again” in the Google Play settings in Rabt. A new permission can take a while to apply.
