Why it happens
Google answered that the location’s state does not allow the action, such as a location not verified yet or a suspended one, whose reviews are not shown and cannot be answered. Google’s full message is in the technical details.
What to do
Finish verifying the location or resolve its suspension in Google Business Profile, then try again.
