Why it happens
Google refused the request because the connected Google account is no longer an owner or manager of this location or business account (its access was removed in Google Business Profile). Google’s full message is in the technical details.
What to do
Add the Google account back as a manager of the location in Google Business Profile, or choose the locations it still manages in the Google Maps settings, then try again.
