The file is not saved as UTF-8
Why it happens
The file was saved in another encoding than UTF-8 (such as the Arabic Windows encoding Excel uses), so its text cannot be read as it is.
What to do
Open the file in your spreadsheet program, save it as "CSV UTF-8", and upload it again.
