Apple did not accept the reply text
Why it happens
App Store Connect refused the response to the review because its data is not acceptable, such as a text that is too long or content Apple does not allow. Apple’s full answer is in the technical details.
What to do
Shorten the reply and remove what does not suit a public reply (links, personal data, marketing language), then send it again.
