Why it happens
Apple did not find the app, review or response asked for: the customer may have deleted their review, the response may have been deleted in App Store Connect, or the key may no longer reach this app. Apple’s full answer is in the technical details.
What to do
Open the review in App Store Connect to check that it still exists. If the app moved to another team, connect the App Store channel with a key of that team.
